Matters Arising # Members were asked if any of the points they raised with Councillor Ovens or John Gillespie had been dealt with, Michelle pointed
out that she had not received her minutes and was not able to check progress, Keith pointed out that some requests such as shrub pruning would probably not take place until Jan09-March09.
Members were asked to let us know at the November meeting if any of the points have been dealt with. (Group).

Housing Report Footway lighting upgrades 17th October - 7th November, A thermostat upgrade programme in Sauchie, List available at Centre, The
Flat in Branshill with broken windows now boarded up. Central Regional Network is a Tenants Organization that local Tenants Groups can feed in to, Anyone wanting more information about C.R.N. can contact Michelle at Lime Tree House. There are two pockets of funding that we can tap in to, One is the CO-OP Community Dividend Fund and the other is Scottish Community Foundation.
Q) In Lochbrae at the start of the long blocks there is a continuing problem of illicit dumping at these flats in particular the first ones, These have been
reported time and time again, Most recently empty gas cylinders left at the door, Why is this area not given more attention from the community wardens and the housing department officials and how often do local councillors walk around these areas.
A) Michelle will look at this issue.
It was also pointed out that these Minutes are read by all three councillors they also receive a copy of any letter coming from the Group.
Q) How does the council deal with anti social behaviour in a block of Flats in terms of illicit dumping, Can the council take action in the case of a private
tenant as well as a council one.
A) There are steps that can be taken although this can take some time to collect much needed evidence.
Councillors Report Gary gave the following report, # There are two planning applications in Sauchie, One was for a phone mast at Sauchie Hospital
the first attempt was rejected but now its been brought back, The second one is a mast at Beechwood Park at the back of the houses, I would encourage the Group to look at planning matters via the internet at Clacks Web or through the Development Bulletin that the Group gets.
There were concerns about the time being taken from the demolishing of the old school and the building of the new houses at Mar Place, Work has now
started again.
It was recently reported in the local papers about the Councils reserve fund which shows that the reserve stands at sixty thousand pounds instead of the
recommended 1.8 million, If the council is to bring back the reserve to the correct level there may be delays in projects to allow this to happen.
There has been a delay in the arrival of the new blue wheelie bins, The new arrangements will see a green bin, blue bin, brown bin and a blue box, The
new system allows more items to be recycled, The green bins would be emptied fortnightly and the blue and brown bins alternating between the other fortnight space, Green, Blue, Green, Brown, Green , Blue etc.
Q) What happens if a car is struck by a bin blown over after it has been emptied.
A) Common sense should prevail in where you place your bin for emptying and where it is returned after emptying, Also thought about where you park
your car if bins are lying near it.
Q) In Branshill the bins are still lying on paths despite plans being in place to make changes.
A) The wardens were looking at this area and this shall be looked at again.
The council has now finalised a core paths plan and this is now on the council web site, There are powers now available for the council to repair private
roads ie Jellyholm etc.
The Council are writing to the Community Group about the money from the planning gain from Keilarsbrae to seek our views on the money spend, This
was discussed months ago and recommendations were an upgrade of the play park at Gartmorn Road, A kick-about at Craigbank School and a bmx/skate park at Fairfield park.
With the shrinking of the private housing sector in recent times there could be delays in the Ten Acres fields development which if so could affect the
Community Groups planning gain bid that would have built the Resource Centre extension.
The council have bought the derelict piece of land between Woodlea Park and Woodlea Gardens, This will now be maintained by Land Services.
There will be a replacement bollard on the path across from the Spar Shop in Fairfield Road.
Other things being chased up, Parking on paths on Parkhead Road plus the muck on the same road from the hospital site.
There were flooding issues coming from Branshill Park with drains being silted, These are sorted, Various traffic issues at Fishcross have been raised,
There is a new Group opened up in Alloa, Family Mediation Scotland. A pack will be left in the Centre.
An update on the situation as regards the Equestrian Centre will be available soon.
There is a review of the lock ups in the council care.
Q) The trees are overhanging on to the paths at Parkhead Road.
A) I will check this out.
Leisure Report George gave the following Report # The Abba Night went well with a full house, Everyone enjoyed the night and there were no
complaints, People want us to book them again and are also asking for tickets to the next dance.
# The recent bus trip to the Scottish Parliament went well, All those who went along enjoyed the visit, A Graham proposed a vote of thanks for the
organiser seconded by N Archibald.
# The next event is the Christmas Dance on Friday 12th December 8pm-11.30pm in Sauchie Hall, Entertainment is the Vocal Duo, The Robins with
music and song from sixties to present day. On the night there will be a Bar and raffle, Tickets are £6 adults and £3 kids.

# On the 20th February we hope to have the Alexander Brothers.
A.O.B # An invitation was received for two members to attend a civic event in Alloa Town Hall on Wednesday 19th November to celebrate the
opening of the new Clackmannanshire Bridge. Sandra and Anne going.
# Guest speakers for the next few months have been identified as November, Community Wardens Head - Dougie Ralph and supervisor Paul Hammell,
December, The new Police Chief for Central Scotland, January Kathy O'Neil from Clackmannanshire Community Health Partnership. February a Euro M.P. suggested Catherine Stihler, March, Head of Clackmannanshire Councils Education Department - Jim Goodall.
Election of new Secretary, Only one name put forward, Rita Kane, Rita has been offered until the November meeting to think about taking on the job,
Keith said whoever becomes Secretary he will help and support them.
# Due to the current Committee standing at six persons and a quorum at these meetings is five, We have to now change the Committee structures, We
will close the Social Committee and co-opt three persons from that Committee on to the Executive Committee thus enabling us to meet our legal requirements and reducing from two Committee meetings to one with Executive business first then any social business to follow, co-opted members can't vote, But at the A.G.M in April these three places can be elected by the Group members thus allowing them to vote at meetings there after.
The three co-opted members were chosen from those present at this meeting, Anne Airnes, Rita Kane, Marjorie Mitchell.
